Preheat oven to 220°C. Combine the flour and spices in a large ziplock bag, season generously with salt and pepper, then shake well to combine. Set aside.
Add the turkey wing pieces to the ziplock bag, seal, then shake well to coat. Arrange on a foil-lined oven tray and set aside to 10 minutes to marinate.
Bake for 20 minutes, until lightly browned. Mix the butter and tomato sauce then begin basting the turkey, baking for 3 minutes between coats, until glossy and sticky. Serve with celery sticks and ranch dressing
